MAKE FUTURE STRUGGLES SUCCESS

AIPEDEU CHQ IS GOING TO CONDUCT MARCH TO PARLIAMENT ON 12-12-2013

AND

ON 13-12-2013 GDS NATIONAL CONVENTION AT AGRAWAL DHARMSHALA, NEAR MODEL TOWN-II METRO STATION DELHI-110009

We have to play key role and launch struggles for the cause of GDS main demands (i) Inclusion of GDS employees in 7^th Central Pay Commission. (ii) Regularisation of GDS employees. CHQ is going to conduct March to Parliament on 12-12-2013 and GDS National Convention at Agrawal Dharmshala, Near Model Town-II metro station Delhi-110009 on 13-12-2013. Future course of action will be decided there after due consultation of rank and file. CHQ appeals all our Branch/Divisional/Circles Secretaries to mobilize large number to attend the CHQ programmes. Suggest our comrades to make to and fro reservations as early as possible. The climate in Delhi in month of December is very cold. Come with necessary and proper arrangements to face cool climate.

VICTIMIZATION OF THE POSTAL DEPARTMENTAL RECOGNIZED (AIPEDEU ) REPRESENTATIVE, CIRCLE SECRETARY,SRI DEBASIS DEY BY THE DIVISIONAL HEAD BALASORE DIVISION .

As ill luck would have it ,the SPOs Balasore Division Balasore has victimized Sri Debasis Dey due to some simple humble representation before the Administration by the GDS representative Sri Dey in course of his furnishing task to represent the Problems of the GDS Officials in the Monthly Meeting and the Postal Business meetings- SB / RPLI Meeting conducted at the Balasore Division by the SPOs Balasore Division.

The open truth representation from Union side by Sri Dey was-

-to prevent the impose of pressure on the GDS to manage the irrelevant more than one work orders .

-to prevent the pressure of the financial burden by insisting the GDS Officials to open the RPLI Account even in the name of GDS official's own spouse or ward to meet the GDS's pressure of target by the said Authority .

-to prevent the illegal duty arrangement to the GDS Officials .

-to prevent the practice of the Sub Divisional Heads to delay the sanction of leave to the GDS.

-to prevent the misbehavior to the GDS Officials by the Administrative Staffs .

-to implement the provision for the GDS like -Combined duty Allowance,Pay slip, Proper leave sanction on Service Union Tour/meetings.

-to prevent the practice of the administration to bring unnecessary allegation like short credit of the depositor as Fraud of the GDS etc. by miss-utilizing their power of imposition on the poor GDS staffs.

DO YOU NOT AGREE WITH THE FOLLOWING FACTS WITH A FEELING OF GDS FRATERNITY?

We have to fight for the removal of restriction imposed on compassionate appointment, withdrawal of open market recruitment of Postman and MTS Cadres. Time Bound promotion to GDS and Departmentalisation of all Gramin Dak Sevaks to be resolved.

After the successful serious of struggles programmes of AIPEDEU only GDS got victory on bonus ceiling. RSBY Data collection from GDS and process of recording his under way. However our union is demanding that medical care facilities scheme should be implemented at par with regular departmental employees.

While AIPEDEU was on serious struggle including indefinite strike, all the federation and the GDS Unions were kept in silent and supported the bureaucrats.

Now AIPEDEU is again ready to launch another struggle for the cause of Gramin Dak Sevaks, the so called federations and the GDS Unions started show game such as parliament march. Unmaterialised Indefinite strike etc., to track the GDS, we appealed all the GDS fraternity to observe the facts and analise the struggles. Decides who are the real fighters? And who are the show masters?
Rally around the AIPEDEU participate massively on parliament march on 12^th 2013 and National GDS convention on 13-12-2013. Participate, discuss, and decide the programme of action. Let us move towards New Delhi.

AN APPEAL TO ALL THE CONCERNS OF AIPEDEU ODISHA CIRCLE BRANCH

Comrades ,
Being GDS Officials, we all should have one firmness of unity for the forth coming struggle, the 12th December irrespective of any banner ,because the time is very short for us to put our legal demands before the Govt. TO GET OUR DEPARTMENTAL STATUS.Forget the discrimination of thought ,after all we are the GDS .We have to get over the system of very weak GDS Conduct Rule ,unlike the CCS Conduct Rule.Remember , no subtitute to unity is Strength.

NEWS FLASH-

Entire Postal Employees of Shimoga Division,Karnatak Circle went on indefinite strike from 7^th November 2013 protesting against the autocratic misbehavior and anti union, anti employee activities of the Divisional Superintendent.

A PROSPECTIVE NEWS FOR GDS

The postal Joint Council of Action comprising all the unions/ associations has met at Delhi on 19.10.2013 and has decided to go for indefinite strike, if the govt. refuses to accept our demand for inclusion of GDS under the purview of 7^th CPC and also regularization and revision of wages of casual labourers.

Post Offices should become the Front Offices of the Government of India - Cabinet Secretary

Shri Ajit Seth, Union Cabinet Secretary, has said that Post Offices should become the Front Offices of the Government of India, enlarging their role in communication, distribution and financial services. Quoting models from other countries, he said that the post office plays a significant role in the development of the nation. Shri Seth said this here today while interacting with senior officers of the Department of Posts as part of off-campus talks on ‘Good Governance’ organized by the Rafi Ahmed Kidwai National Postal Academy.

“With a large network of 1,55,000 Post Offices spread across the country, the Post Office touches the life of everyone. There is a joy in visiting the Post Office”, the Cabinet Secretary said. He expressed his satisfaction on the implementation of the IT modernization project of the Department. With a large outlay of Rs 4,900 crore, the IT project of India Post will bring substantial benefits to the citizens of India. Shri Seth wanted the Department to be prepared to manage the massive changes that would arise on introduction of the IT modernization project. He felt that with this kind of technology initiative, the Post Office will be in a position to become the front office of the Government to the citizens.

Circle Level Out put by the Circle Secretary's trial.

Respected Sir,

Most respectfully we are submitting here with a memorandum on most urgent and pressing problems of Gramin Dak Sevak Employees ‘in Odisha Circle for your kind perusal .The GDS are working effectively for every Postal Services in the Country in general and in odisha in particular ,i.e.MNREGA ,Postal Life Insurance (PLI & RPLI) ,Old age pension the SB ,RD,TD,MO and so on .Their duties ,services, functions ,risks and responsibilities are similar and equal to those Departmental Emloyees so to say .

But unfortunately the following few benefits and provisions for them though senctioned at the higher level ,but is not implemented at the grass root level by the Divisional heads so far .

A Circle Working Committee Meeting was held at the Temple City Bhubaneswar, Ashok Nagar Post Office Building on 15 .05. 13 for settlement of the following justified legitimate provisions for the Gramin Dak Sevaks , which are not implemented so far for the Welfare of the Ground Force Of the Department in Odisha Circle . A Copy of Resolution is submitted herewith .

The Un Settled Items

1 . The Revised Combined Duty Allowance For the GDS Employees Vide your letter No.EST/1-3/19/Ch III ,Dat.13.02.2012 and Directorate Letter No.1/2009-PE-II Dt.09.10.2009 is not implemented by all the divisional Heads so far in the plea of further clarification from the C.O.

2 . The Monthly Union Subscription of our members of AIPEDEU Affiliated to MOC/IT , are not deducted from their TRCA A. Roll in all the Division as per the Rule and the authorization letter submitted by the members in Annexure II Under the order of Ministry of Communication and IT letter No.13022010-SR Dated 05.02.2010.

In some Divisions the Unaffiliated Association is illegally collecting U/S for them with the help of concerned Divisional Heads.

3 . Pay Slips are not prepared every month in all the Divisions for the GDS Emloyees by which they cannot know their pay particulars ,so sometimes their PLI policies are lapsed .

4 . Revised rate of FSC and Cash conveyance Allowance is not implemented for the deserving GDS officials in all the Divisions .

5 . GDS Packers /MC s in HO/MDG /SO s are detained beyond their duty hours due to some Computer problem ,Power problem or the delay of the Concerned Postmen etc. without any extra remuneration ,
