Respected Sir,

        Most respectfully we on behalf of 2.60 lacs of Gramin Dak Sevaks, the humble servants of the Gramin population urge upon you to consider the following submission in a head-of-family manner and issue necessary orders:

1.     That the Department of Posts family consists of the Hon’ble Minister, officers of the Department, Departmental employees and Gramin Dak Sevaks. The Gramin Dak Sevaks are like the youngest members of the family and need to be treated like that.

2.     That in an attempt to remind the Department of Posts of its commitment signed on 21.2.2014 and to honour the commitment so that the Government may not be accessed of dishonoring the written commitment the GDS employees staged a strike, a simple strike peaceful and calm.

3.     That there was no subpages intimidation or violence. This was a simple way of demanding justified from the elders of the department. There was nothing to threaten the Government in any way. It was the most peaceful show the desire to get what was promised.

4.     That the Gramin Dak Sevaks have cleared the pending work effactively and there has been no drayage done. All work is being done efficiently and in an atmosphere of peace and tranquility.

That sweet labour relations are always most productive. To ensure this, it is necessary to erase the scar that has occurred to the Gramin Dak Sevaks the smallest is the family.

We, therefore, very humbly request your honour to issue orders that the period of strike be treated as aid leave. This will not cost the Government any extra expenditure as otherwise the sevaks will avail the paid leave. On the other hand this will promote even better and tranquil labour relation.

Hope you will kindly consider the submission dispassionately and issue orders as requested.

Comrades,

The GDS Conduct rule has been creating a lot of torture in the GDS section in our Department of Post.It is the example of optimum magnitude of torture discharged by the inspector Raaj in our Country.We the GDS section of this Department cursed with such a different Conduct Rule in which some Inspectors/the Sub Divisional Heads utilize a GDS as good as the English Officers were using the sub ordinate Indian employees under British.

An example has come to our notice on last 25th March at Sundargarh Division Odisha that an artificial charge is fabricated against our circle Vice President prdeep ku. pradhan,who has just failed to make an entry of withdrawal in a savings Pass Book with a clerical mistake . The Inspector came to take over charge from the Branch Post Master Sri Pradhan with such a little cause  though the investor has agreed on writing about his receipt of the same transaction and the Pass book of the investor has been ceased . Now on demand of the investor the inspector is not returning the Pass book for transaction and the investor is harassed .

TRUTH IS OUR STRENGTH

       Truth is our strength .On which the GDS have been achieving victory over the matter brought to the light against the evil. Take example of the issue of bonus ceiling or the matter of judicial ethical committee .Are we demanding any absurd? We the 2,65000 workers of  such a vast Organization like Postal Department are deprived of Justice in the name of special conduct rule for us ,where the rest of the workers are less numbers (about half of the GDS staff)  than the GDS staff of this Organization. In this vast Democracy though we have been crying since long for Justice,But who listens us whether the Democratic Government or the departmental Bureaucracy (OUR OWN EMPLOYER)? Rather the Department to whom we have been serving with our sole and mettle is just Dishonoring the pledge. Then are we not neglected by the system in such an independent Country ?

On the issue the department had agreed by a written statement assigned that they would form a Judicial Committee but by the way of time they are again reluctant to honor the same to give us possession of the agreement.

The agreement already done for an issue is not required to be repeated ,for which the CLC has given the right direction to call off the strike and to settle the matter to have possession of the agreement done earlier .So those who think the withdrawal of strike without agreement is failure is not true, rather the Department’s moral duty is to do the needful to implement the agreement of the 21^st February 2014 at the earliest.

About charter of demand we kept to get the Departmental status at par is laying hidden with the Judiciary Committee or with inclusion in 7^th CPC .The either of the tool is enough for us to get Departmental status at par .

A report on "reason on calling off strike" is an appropriate decision .

Comades,

It is the question in our minds of GDSs, what we achieved from strike ? To seek the answer we have to see our aim of our struggle.

Aim of our struggle:- is to get departmental status at par the Departmental employees. 

Procedure:- (I)By legal justice of the pay committee may be  including in the 7th pay commission or (II) maybe by judicial ethical committee (not the officers Committee like Nataraj Murthy Committee).

Department of Post has the experience that if one of the mentioned above will be achieved than GDSs will be getting Departmental Status, may be on prorata basis .

Perhaps the Department has therefore reluctance to honor  the agreement made on 21st February 2014 and sent two times request to our leader to give consent on single officers Committee as to the letter  - letter No. 17-13/2013 GDS dated 24-11-14  and again Lr. No. 17-13/2013 GDS dated 28-11-14/1-12-14.

 Our Leader had no other way to declare for In Definite strike with such a harassing situation   .But Department in order to have at least reason at his hand,abruptly sent our once rejected file (when we had already served our notice for strike) to the Department of  expenditure and MOF  with a statement that " the proposal of GDS for their inclusion within the terms of reference of 7th CPC has been endorsed to the Department of Expenditure for re-consideration. " 

By which reason the Department is showing the honesty of being waited of the reconsideration result from the proposal sent after which may be considered for honoring the said agreement.

Now question arises why the Department had been requesting two times to our leader just dishonoring the AGREEMENT OF 2014 February 21st ?????

 So it is the right decision to give further time to our employer to honor the agreement and it is our honor to the only judge  for us the Chief Labor Commissioner's order who has actively considered our grievance to give us Justice

Some times the baseless argument comes by the way of discussion that, where is the Departmentalization agreement from this strike 2015 ? 

The answer is the hidden outcome lays with the result of our agreement of 21st February 2014 .

On the whole we need not to go for agreement again for the possession of the said agreement of 21st February 2014.

We anticipate the Department will not dishonor the said agreement once again .

Why the right decision to withdraw from our indefinite strike ?

TODAY'S PROGRESS IN BRIEF

1 .Today ten BJP parliament members of Karnataka State raised our Indefinite strike issue in Lok Sabha.

2 .Today our CHQ leaders met Hon’ble Law Minister Sri. Sadananda Gouda at his residence at about 2-00 P.M. and requested his intervention. The Minister assured our leaders to talk our issue to Sri. Ravi Sankar Prasad, Communication & IT Minister .

3 .Our leaders also met Sri. H.D. Deva Gouda, former Prime Minister and Sri. Dilip Gandhi, M.P. Lok Sabha and Sri. Ramvilas Paswan, Minister and requested their support. 

4 .Our leader also met Sri. B.S. Yadyurappa, M.P. and former Chief Minister of Karnataka.

The CHQ/CIRCLE congratulates all the GDS comrades who are on strike for last Nine days. Comrades maintain tempo. Continue the strike.
