The letter of the directorate indicates the bonus Ceiling 3500/- order issued as to the Charter of Demand of AIPEDEU the affiliated Union .So the claim of the other unaffiliated Union for the same is false.

ew Combined Duty Allowance to Gramin Dak Sevaks employees who perform the duties of Gramin Dak Sevaks Branch Postmasters in addition to their own duties.


Post-office-gdsAs per the recommendations of One man Committee and approved by the government, the GDS MD/MC attached with the addition duty of another Gramin Dak Sevak, revised rate of allowance will be at the rate of Rs.25 per day subject to a maximum of Rs.625 per month.
Accordingly, the Mail Deliverer/Mail Carrier entrusted with the duties of BPMs in addition to their own work, are eligible for this additional remuneration as compensation. However, they will not be eligible for any Combined Duty Allowance which is now paid to Branch Postmasters towards delivery and conveyance work.

Sir,
I am directed to refer to your letter no.Estt/M-377/34/GDS/Corr./2009/1 dated 24-06-2010, on the above mentioned subject.

2. The issue has been examined. DG Posts letter no.14-11/1988-PAP dated 16-07-1990 provided for payment of Rs.50 as combined duty allowance to GDS MD/MC who perform the work of EDBPM in addition to their normal charge of duties. It was also clarified that, GDS Mail Deliverer/Mail Carrier are not eligible for this Combined Duty Allowance if they perform duties other than that of GDS BPMs

3. As per the recommendations of One—man Committee and approved by the government, the GDS MD/MC attached with the addition duty of another Gramin Dak Sevak, revised rate of allowance will be at the rate of Rs.25 per day subject to a maximum of Rs.625 per month. To cite an illustration, if a Branch Post Office has one BPM and one GDS MD/MC on its establishment. In the event of GDS MD/MC performing the duties of Branch Postmasters in addition to his own, he will be eligible for a compensation of Rs.25 per day subject to a maximum of Rs.625 per month in addition to his normal Time Related Continuity Allowance. However, he will not be eligible for further Combined Duty Allowance paid to Branch Postmasters.

The Union Cabinet today approved the proposal of the Department of Posts to enhance the ceiling for calculation of ex-gratia bonus payable to Gramin Dak Sevaks from Rs. 2,500/- to Rs.3,500/-

Enhancement of ceiling for calculation of ex-gratia bonus payable to Gramin Dak Sevaks
The Union Cabinet today approved the proposal of the Department of Posts to enhance the ceiling for calculation of ex-gratia bonus payable to Gramin Dak Sevaks from Rs. 2,500/- to Rs.3,500/- same as that prescribed for the regular departmental employees. The decision would be applicable with prospective effect that is from the accounting year 2012-13 payable in 2013-14.

The increase in bonus calculation ceiling will restore the long established parity between regular departmental employees and Gramin Dak Sevaks on the issue of payment of bonus. This decision will benefit 2.63 lakh Gramin Dak Sevaks working in the Department of Posts, who play a very vital role in providing postal, financial and insurance services in the rural, hilly and tribal areas of the country.

Respected Sir,
                Most respectfully we are submitting  here with a memorandum on most urgent and pressing problems of Gramin Dak Sevak Employees ‘in Odisha Circle for your kind perusal .The GDS are working effectively for every Postal Services in the Country in general and  odisha in particular ,i.e.MNREGA ,Postal Life Insurance (PLI & RPLI) ,Old age pension the SB ,RD,TD,MO and so on .Their duties ,services, functions ,risks and responsibilities are similar and equal to those Departmental Emloyees so to say .
But unfortunately the following few benefits and provisions for them though senctioned at the higher level ,but is not implemented at the grass root level by the Divisional heads so far .
                          A Circle Working Committee Meeting was held at the Temple City Bhubaneswar, Ashok Nagar Post  Office Building  on 15 .09. 13 for settlement of the following justified legitimate provisions for the Gramin Dak Sevaks , which are not implemented so far for the Welfare of the Ground Force Of the Department in Odisha Circle . A Copy of Resolution is submitted herewith .

                                                       The Unsettled Items

1 . The Revised Combined Duty Allowance For the GDS Employees Vide your  letter No.EST/1-3/19/Ch III ,Dat.13.02.2012 and Directorate Letter No.1/2009-PE-II Dt.09.10.2009 is not implemented by all the divisional Heads so far in the plea of further clarification from the C.O.
2 . The Monthly Union Subscription of our members of AIPEDEU Affiliated to MOC/IT   , are not deducted from their  TRCA  A. Roll in all the Division as per the Rule and the authorization letter submitted by the members  in Annexure II Under the order of Ministry of Communication and IT letter No.13022010-SR Dated 05.02.2010.
         In some Divisions the Unaffiliated Association is illegally collecting U/S for them with the help of concerned Divisional Heads.
3 . Pay Slips  are not prepared every month in all the Divisions  for the GDS Emloyees by which they cannot  know their pay particulars ,so sometimes their PLI policies are lapsed .
4 . Revised rate of FSC and Cash conveyance Allowance is not implemented for the deserving GDS officials in all the Divisions .
5 . GDS Packers /MC s in HO/MDG /SO s are detained beyond their duty hours due to some Computer problem ,Power problem or the delay of the Concerned Postmen etc. without any extra remuneration ,

Sir,
     It is to intimate you that the only Affiliated union AIPEDEU in Odisha Circle Branh came to inform that an unaffiliated/non permitted group in the plea of Service Union are enjoying the union facility in Cuttack South Division as to the news from reliable source .They are propagating their view as permitted and affiliated to the Ministry of Communication and is illegal.
     Our AIPEDEU Divisional Body in the said Division is now non functional ,because they are neither attending the Service union meetings nor sending the Circle and CHQ quota as per the Service Union constitutional rule from beginning of the 2012-2013 financial year .
      Therefore the Circle Working Committee took resolution to form a new set of office bearers in the said divisional branch.
        We on behalf of AIPEDEU Odisha Circle Branch hereby request to stop payment of Monthly Union Subscription till our further intimation to release it.

1.         Grant of combined duty allowance :-
            The Gramin Dak Sevaks are entrusted more than two items of work without payment of combined duty allowance. The S.S.P.O.s /S.P.Os may kindly be directed for payment of combined duty allowance early.
2.         Payment of F.S.C. & Cash Conveyance Allowance in the revised rate:-
            The Govt. has enhanced the fixed stationary charge to the BPMs. @ Rs.50/- per month and the Cash Conveyance Allowance to the BPMs. @ Rs.50/- per month. In Odisha Circle the said allowances are being paid in the old rate which may kindly be ordered early to be paid in the revised rate.
3.         The GDS packers / MC in sub offices are being detained beyond the normal duty hours.
            It is observed in most of the days the S.O. A/C. offices have not been completing A/C. due to defectiveness of computers, for which the G.D.S. Packers/ M.C.s are forced to be detained beyond the normal duty hours for conveyance of the bag of the A/C. Offices without any extra remuneration. This may kindly be regularized in proper perspectives.
