Subject – Inadequate cooperation to the GDSs by the Divisional Authorities to provide Technical guidance /tools to create comfort environment for the GDSs with new technology to handle to work aptly, in ‘DARPAN’ Project.
Esteemed Sir,
        Humbly, My Service Union, AIARPEU cannot be silent spectator on the issue of harshness for my GDSs on DARPAN Project rollout .Various Divisional level non formal WP groups of DARPAN are the proof on the problem of the GDSs speaks better. I hereby reiterate on some of the facts of discomfort by which GDSs can’t work aptly on the issue as under ---
1.       As we all agree GDSs are striving for their bread with a scanty amount of “time related wage” giving a declaration of having other source of income, but don’t have practically for major nos. So they have to finish their work in the provided device within the time limit, which is not at all possible due to network issue in the hand held device.
2.       In some States, power cut for long time creates a major issue to maintain device backup as some of the Division has not provided Solar Penal to the BOs so far.
3.       For this new project with CSI roll out two three days training to the GDSs  to handle is not adequate nor proper software guidance is given by the Divisional Authorities, by making any system manager attended to the BOs initially in trouble or to attend phone calls.
4.       No bag barcode is sent from A/Os so that problem arises to open bag at BOs, nor the barcode for RL/RP/speed post is provided to most of the BOs.
5.       No adequate thermal roll paper is provided timely to most of the BOs to generate reports/to provide receipts.
6.       No change of the SIM in HHD has been altered on requisition, almost in maximum no of BOs to facilitate good net work through the concerned area towers.
7.       In most of the A/Os have no much apt staffs to handle BOs in need ,rather they are reluctant to open new Accounts, issue various business relating to RICT and express their confession of ignorance for the same resulting bad impression of the customer on my GDSs as grass root staff.  
Prayer –taking all these adverse condition and facts into consideration, we the GDSs need the good working environment eradicating the adversities by the departmental end to satisfy our employer, need proper and cooperation in practical, before my GDSs fraternity is blamed and declared inapt.

DETRIMENTAL TO THE GDSs ?

ACTUALLY WHO IS DETRIMENTAL TO THE GDSs ?
Friends,
    The weeping of the GDSs service Unions blaming the Department is a fierce and part of policies of the crocodile tear of them.Do the persons possess dull head to understand that after the cabinet signature and approval it becomes a rule for the Nation and no judiciary,no bureaucrat can change to that .But they just interpret and implement to the rules respectively.Now  the the question comes who is detrimental to the GDSs ?The answer is the representing agencies,who are responsible to convince the law making bodies and failure.Once law is made ,how would the same be changed by discussion with the bureaucrat ? They say "It is an open secret that the committee that examined the recommendations suggested many severe cuts. The department cannot take refuse behind other departments/authorities". The Service Union Leader is unnecessarily showing full moon in the day time to my innocent GDSs and extracting subscription from them just transferring their failure to the Department is the real fact.Did the service Unions aware of the substance mentioned in the review Committee report when they signed abruptly before the Department ?Ask them to just publish the same and prove them innocent .
The GDSs have been looser always by the Service Unions' Old Leaders who have been pet of the Bureaucrat and on the other hand blame them just for the vanity of false leadership to the innocent union members .  
They should resign from their respective Service Unions and hand over charges to the new learned ones, so that the service Unions would not transfer their failure to the Department and the Department would not play his own card to rule with his delegated legislature over the innocent GDSs for decade after decade.
      If my friends find any truth in this note please try to assemble in a novelty, to ARPEU to perform, reform, transform the Union activities further .

2016 ?GDSs' Leaderships are deceiving the participants of Indefinite strike.On which review committee report they signed before sending the report for approval to Cabinet ?Give the signed copy to the light .After this how the members are allowing the dull headed leaders to represent them ?Are the GDSs innocent with fool?

First change the GDS leader and select an efficient one.                 
 The charter of Demand given by Bhartiya GDS Union lack the Departmentalization may be like 4-5/8 proportionally, Rule as proposed earlier by the than Justice Talwar Committee,so the following charter of Demand as to me is not Complete Demand to go for strike . On the other hand the so called dramatic Recognized Union is writing letter to release  

COMBINED DUTY AND RISK AND HARDSHIP ALLOWANCE is rediculous ,So decide my GDS fraternity to uproot the harmful Leaders from our unity to get safety .Otherwise these people would act as vampire to cheat you all again and again.

which has made a big hole in the small pay packets of the GDSs?
Whether the Three so called great Federation based GDS Leaders or not?
Why they did not claim Departmentalization to The Govt. of India as 1st Demand?
Did they feel no further agenda for GDSs would be there, to fight for the GDSs and to keep their Union shop Open till their retirement?
Did their Departmental friends of crocodile tear would support morally to show the vanity of false unity, if they would keep departmentalization as 1st and only strike-demand?
Did they talk with Hon’ble Communication Minister, Sri Manoj Sinhaji demanding Departmentalization?
Did they follow the internal induction of opposition political parties and Departmental Union leaders to slogan against Ruling Govt. just to see the GDSs outside CCS conduct Rule (Departmentalization)?
Did the Union Leaders favor the department to make up Department’s deficit by the no work no pay of GDSs TRCA amount  of some crores with long 16 days wage .
So now seek the answer to decide further ,whether the Leaders how made repairable loss to the GDSs and through them (Departmental Leaders )only Department making big hole in small pay packets .
If they are really responsible to this irreparable loss of GDSs they are to be discarded by just changing their union nomenclatures as -----
Come, and massively Join and become the sailor of your own boat.

After having put in 36  years of completed service,when a GDS drawing at the time of retirement a pay of Rs 24,000/- His gratuity works out to Rs 4,32,000/- but it will have to be limited to Rs 1.5 lakhs. The poor employee is robbed off Rs 2,82,000/-. This is one of the greatest injustices perpetrated on the GDS employees.
       This is the motive and intention of The Department of Post for the GDSs for which the Federal Leaders shed crocodile tear and always has been imposing strike to loss salary, but the federal leaders only observe one/two days token strike at times is the truth,but deliver long speech in the strike meetings of GDSs .So just assess their motives and intentions for the GDSs to make fool but our GDSs leaders always has been listening to the ill motives to annex GDSs' own feet.Perhaps for the benefit of personal interest the GDSs' only recognized Leader take shelter of those ill motive Departmental Leaders and discuss again and again with the Secretary Post who always has been deceiving the GDSs .Still the inefficient GDSs leaders/common GDss can't learn the true  lessons.
The GDSs has been trusting those leaders having ill motives and now should change them otherwise the fate of GDSs is taken as foot ball to play by them.
So no to Officers' Committee Report and demand Pay Commission with departmentalized.  
               Now question comes,how to change the Leadership ?
Simply change the name of the old Union and start with new name(nomenclature) otherwise the old leaders can't be driven out due to their old plans of CWC and all.
Come and join with the nomenclature ARPEUit will start afresh and the GDSs can be emancipated from all ill motives and intention of the old inefficient Leaderships of party based Leaders. (Especially the communist led Leaders .)

  Gramin Dak Sevak Committee has been effected on 01.07.2018 and Department of Post Introduce a new level and pay which is suitable for all Fresher GDS who are interested to join in India Post. If any GDS join in India Post as a GDS on or after or before 01.07.2018 they are eligible for getting a new take home pay from June 2018. Here is Gramin Dak Sevak Salary 2018 – Salary for Fresher GDS

                          The 7th Pay Commission (GDS Pay Commission)have introduced two new Level for Gramin Dak Sevak, Level 1 and Level 2. Commission also introduce three category of GDS as BPM, Assistant BPM and Dak Sevak. BPM and ABPM will function at Branch Office and Dak Sevaks are in Sub-office and other postal and RMS offices. This category is divided into two Level, Level 1 & Level 2. Basically all new GDS will start their function as Level 1 GDS. According to above information Gramin Dak Sevak Salary 2018 – Salary for Fresher GDS is as below.
The Level 1 GDS pay is as below

                    From the above pay slab the newly recruited GDS BPM will get  basic 12000/- ABPM and Dak Sevak will get basic of Rs. 10000/- with other admissible allowance like DA, Composite Allowance, Cycle Maintenance Allowance, Fixed Stationary Charges etc.
Gramin Dak Sevak Salary 2018 : Financial Benefits for Gramin Dak Sevak :-
Fresher Gramin Dak Sevak will get below financial benefits like
  1. 3% annual increment on their respective basic pay which will added every year.
  2. Dearness Allowance(DA) as per Central Government Employee.
  3. The composite allowance is introduces instead of office maintenance allowance and electricity charges. Hence the bpm will get composite allowance of Rs.500 and Rs.250 according to their office construction.
  4. Asst. BPM and Dak Sevak will get Fixed Stationary Charges of Rs. 25/- and Cycle Maintenance Allowance 180/-
  5. Introduce new risk and Hardship Allowance of Rs. 500/- for those GDS who are working in Hardship area.
  6. Boat allowance of Rs. 115/- for those GDS who are eligible to get this.
  7. Cash Convey Allowance is as below
    Convey LemitAllowance
    Upto 1 LacRs. 30 + Actual Travelling Fare
    More Than 1 LacRs. 50 + Actual Travelling Fare
  8. When Dearness Allowance reaches 50%, the composite allowance increased to 25%. (not Confirmed)
  9. After retirement GDS will get 1,50,000/- Gratuity
  10. Severance Amount 1,50,000/-
  11. Combined Duty Allowance :-
    Combined DutyAllowance
    BPM with DeliveryRs.45/- per day — maximum Rs.1170/- per month.
    BPM with Delivery & Mail ConveyanceRs.90/- per day — maximum Rs.2340/- per month
    ABPM for BPM work75/- per day — maximum Rs.1950/- per month.
    ABPM work additional work of another ABPMRs.45/- per day — maximum Rs.1170/- per month.

Friends,
 Along with all the busy schedules of Govt. Service ,family management ,Service Union Work (Social Service)Counseling to our GDS fraternity and attending a number of meetings, our General Secretary ,Friend Debasis Dey has successfully come out Completed and added with his Post graduation degree a new qualification i.e.LLB degree from Fakir Mohan University Odisha  2018 batch .
       We congratulate !our Friend Debasis Dey for such a great achievement to lead our GDS union ALL INDIA ADVANCED RURAL POSTAL EMPLOYEES UNION to a paramount level and to fight for the cause of GDSs in future,with his wit and power.
