SAD NEWS !!!!!!!!!!!!

 DAMBARUDHARA BEHERA GDS MD SAMPEI BO A/W  TUDIGADIA S.O is no more with us. The AIGDSU Odisha Circle lost a humble , honest ,dedicated Organizer who offered his service for GDS issues and attended Divisional Monthly meetings for legal cause of the GDS .
He can't get the justice in his life time of getting combined duty allowance arrears in spite of his several request to the divisional Authority convincing his due from 2003 in stead of  2013.  

We pay our Homage to this legend Departed soul and console to the family and friends of his circle from our end.Let Almighty take him to the world of PEACE.

Three thousand GDS employees continued Dharna while in custody with slogans up to 5:00 P.M. in the police station. AIGDSU congratulates thousands of Gramin Dak Sevaks who willingly courted arrest for their sacrifice and heroic act. This act glorified AIGDSU as the real fighter for the cause of Gramin Dak Sevaks. Com. S.S. Mahadevaiah, General Secretary and Com. Rajangam, President met senior officers of the Prime Minister office and submitted the memorandum.  Com. S.S. Mahadevaiah explained the happenings in detail. Com. S.S. Mahadevaiah, General Secretary and Com. B.V. Rao, Asst. General Secretary negotiated with SP in the evening. All the three thousand GDS employees released unconditionally late in the evening. 

We have fought a glorious struggle. We shall continue our struggle till our demands are met. AIGDSU acknowledges with gratitude the support & solidarity we got from AITUC and the Hon’ble Member of Parliament Sri. Dilipji Gandhi.

Enlarged CWC of AIGDSU thundering Success
          The enlarged CWC of AIGDSU was held at Gurudwara, Rakab Ganj, New Delhi from 17-12-2014 to 18-12-2014 to discuss and decide the programme of action against unwillingness of department of posts to implement the written agreement.        
          More than three thousand GDS comrades from different parts of the country attended the enlarged CWC. Com. S.S. Mahadevaiah, General Secretary explained the present situation and the attitude of the department of posts towards the pay committee. All the CWC members, circle secretaries, divisional and branch secretaries discussed the items of Agenda and suggested the CHQ for trade union action to realize the justified demands of GDS. The declaration of the enlarged CWC proposed by Com. B.V. Rao, Astt. General Secretary and seconded by Com. S.S. Mahadevaiah, General Secretary was unanimously accepted by the August house. AIGDSU acknowledged with gratitude the support and solidarity from P. Suresh, General Secretary, R-IV and Com. K.K. Sharma, Vice President, NFPE.
          
The enlarged CWC has decided the following five phased programme of action to realize the charter of demands circulated along with notice of the enlarged CWC.

1.   All the GDS should send the memorandum to the Prime Minister by registered Post between 1st January 2015 and 25th January 2015. The Memorandum is enclosed along with this circular. All the Circle Secretaries and CWC members, Divisional/Branch Secretaries, Office Bearers are requested to motivate the GDS for sending the Memorandum.

2.   All the Divisions and Branches are requested to hold either Divisional Working Committee meetings or General Body meetings on 25-01-2015 to motivate GDS comrades. Invite the divisional leaders of different unions and request for their solidarity and support.
3.   Country wide two days Divisional Level Dharna from 10-2-2015 to 11-2-2015.
4.   Countrywide three days circle level Dharna from 24-2-2015 to 26-2-2015.
5.   Indefinite Strike from 18-03-2015.

Important Note:
Whenever the Department appoints officers Committee, the very next day AIGDSU will issue notice for indefinite strike by cancelling all the above programmes.

Only few Divisional and branch secretaries are remitted quota to CHQ. All are requested to remit quota to CHQ immediately to meet the expences of future struggles

DECLARATION
The enlarged Central Working Committee of All India Gramin Dak Sevaks Union being held at Gurudwara, Rakab Ganj, New Delhi from 17-12-2014 to 18-12-2014 expressed serious concern and anguish over continuing indifference and in action by the Dept. of Posts and Govt. of India to honour the agreement made between this union and Member (P) on 21-02-2014 during indefinite strike.



The enlarged CWC congratulates the leaders, members and well wishers of AIGDSU for the unprecedented success of the enlarged CWC. The strikes and struggles of 2014 have strengthened and widened the unity of GDS fraternity.



It is known fact that the GDS are creating revenue to the Dept. of Posts by implementing various schemes such as MGNREGS, SSP, PLI and RPLI. If all types of work done by GDS have to be taken into workload, the BOs will be departmentalized with more than eight hours work.



It is learnt that the Department of Posts and the Govt. of India decided to appoint officer committee to examine the service conditions and wage structure of GDS by violating the agreement made with this union.  





AIGDSU vehemently opposed the decision of the Department of Posts to appoint officer committee to examine wage structure and service conditions of GDS when discussions took place between the leaders of AIGDSU and officers of the Department in the month of November. We are ready to take any sort of trade union action for Judiciary committee with retired Supreme Court or high court judge as chairman we denied the request of the Department of Posts regarding to submit the terms of reference to one man committee. We categorically said whether the Department of posts appoints judiciary committee, We will submit our terms of reference. We felt that there is no need to submit terms of reference to the Department. We have to submit terms of reference to the judiciary committee.



If the Department appoints an officer committee violating the agreement, everybody not only the Postal employees but also the public lost confidence in the Department of Posts. The Department of Posts losts its credibility and nobody will trust the Department in future.







If the Department appoints an officer committee ignoring the agreement, AIGDSU will totally boycott the committee and initiate serious trade union action including indefinite strike for the realization of the following demands.



DEMANDS

(1)    Appoint Judicial Committee under the Chairmanship of retired Supreme Court or High Court Judge by Honouring the 21.2.2014 Agreement.

(2)    Regularize GDS employees and grant all facilities at par with Departmental employees.

(3)    Scrap Revised Recruitment Rules and Restore 1989 Recruitment Rules.

(4)    Remove merit point system on compassionate appointments.

(5)    Enhance cash conveyance allowance and reduce cash handling norms from Rs. 20,000/- to Rs. 5000/-

(6)    Implement Rastriya Swasthya Bheema Yojana (RSBY) Immediately.



The enlarged CWC appeals all the GDS in the Department of Posts to take part in the ensuing indefinite strike of AIGDSU to achieve our justified demand.

NOTICE
     Under the provisions of article 25 of the Constitution of AIGDSU read with article 21 ibid notice is hereby given that an emergent meeting of the Central Working Committee of the union will be held from 17th to 18th Dec, 2014 at Gurdwara. Rakab Ganj, Near Parliament House, New Delhi - 110001. The meeting will start at 2.00 P.M. sharp on 17.12.2014 and conclude business by the evening of 18.12.2014.

In order that a larger representation and broader exchange of views is ensured, it is further proposed that this meeting be termed as"enlarged meeting of CWC" and be attended by all Divisional Secretaries of this union in the country. It is clarified that while the CHQ will be making arrangements for food and stay of the attending members, the concerned Divisional unions will bear the T.A. expenses of the Divisional Secretaries.

     It is proposed to hold a massive Dharna on Dak Bhavan on 19-12-2014 to ventilate the resentment and anger of the Gramin Dak Sevaks over the treatment being meted out. Any further programme will be decided by the "enlarged meeting Working Committee".

     The following shall be the agenda for the enlarged meeting of the CWC.

1.         Organizational review:
(i)       Position of the organizational at all levels-comparative position with other unions of GDS - Efforts required to be made for furtherance of membership.
(ii)      Remittance of quota to higher organizations i.e. CHQ and circle union Financial review.
2.         7th Pay Commission:
            (i)       In case reported, the Finance Ministry has not agreed for inclusion of the issues if the GDS in terms of reference of the 7th CPC an one man committee under the chairmanship of a retired judge of the Supreme Court or a High Court be appointed, Honour the strike agreement Signed between Department and Our Union on 21-02-2014 - necessary steps to be taken to meet the developments. 
(ii)     Grant IR & Merge 50% DA with TRCA (Pay).
3.      Problems faced by the G.D.S employees consequent on unjustified and arbitrary actions of the administration in several issues;
(i)      compassionate appointment of GDS, Cash handling allowance, Illegal redeployment of G.D.S employees. Promotion and related issues.
(ii)      Grant RSBY Scheme to GDS. 
4.            Grant Trade Union Facilities to GDS Union.
5        Any other matter with the permission of the Chair.

Dear Comrade,

Kindly refer to this union notice dated 14.11.2014 regarding holding of "enlarged meeting of the Central Working Committee" from 17.12.2014 to 18.12.2014 at Gurdwara. Rakab Ganj, Near Parliament House, New Delhi - 110001 and On 19th December, 2014 Massive Dharna at Dak Bhavan, Massive Dharna will start at 9 A.M on 19-12-2014.

It is further informed that the venue is reserved from 17th to 19th Dec, 2014. It therefore, requested that the members attending the meeting reach on 17.12.2014 only and positively so that the meeting may start at 2.00 P.M as scheduled. The members should come prepared with necessary information, data and suggestions. We would call upon the members to realise the importance of the meeting in face of concerted attack of the bureaucracy on the GDS employees and offer free and frank suggestions.

It is further resolved that 9th Dec, 2014 will be observed as "Wada Nibhavo Diwas" (Fulfill Assurances Day).

We proposed to organise a "Massive Dharna" at Dak Bhawan on 19.12.2014. We call upon the all Circles to ensure maximum participation in the “Massive Dharna at Dak Bhawan” on 19.12.2014.


Clear Quota/Donation early
Dear Comrades, once again requested to all our efforts require funds. You are aware that the financial situation of the CHQ is disheartening. We note with heavy heart that despite our calls special donations have not been raised at the time of bonus payment. Still sorry is the situation that monthly quota of subscription is not being remitted regularly which retards the functioning of the CHQ very seriously. All our Branch/Divisional Secretaries, we are sure will give serious thought to this and also think over their own duties and responsibility along with their rights. We very hopefully call upon all of you to give a serious thought over it and extend their due share by way of:-Raising a special donation of Rs. 100/- (One Hundred only) only per member and send the same by means of bank draft (D.D) to the CHQ.
Remitting all due arrears of quota immediately by means of bank draft (D.D.)
They may indicate amount of quota and special donation separately. The Circle
Secretaries will please pay special attention to it.

We on our behalf re-assure you of our renewed all-out effort to spare no stone unturned for getting the Gramin Dak Sevaks comrades everything that is rightfully due to the GDS.
