This is the ending of April ,the last date to submit the signed authorisation form of the affiliated trade unions .We as the only trade Union facility enjoying  GDS Union in the country to submit the list of new members. So today we, me( Divisional President)  and the Divisional  Secy have submitted the list of new members of our AIPEDEU Union.Heartly congratulations to the new members on our behalf.But we are not at all bother for the GDS members who are supporting the clumsy policy of the other Union who are neither permitted to submit there membership forms nor entitled to sit for negotiation with the administration,only they are creating un necessary instability in the mind of innocent,straight believing GDS fraternity.
 We have submitted our grievance to the Chief PMG to order favorably to our beloved Divisional Head to disburse the arrear of combined duty allowance,Fixed Stationery chearge,Cash conveyance     
Allowance etc. and to issue pay perticular (pay slip) indispensably with every A.Roll.The GDS officials are causing lapsation of their PLI policy due to the non issue of pay slip each month.Who will be responsible for the fact of lapsation of the policy?
Come to the real sense my GDS brothers ,do not just let the EGO of the operational coligue to tame in them .Say always NO ..No...to the false hug of so called treaturous yelder brothers.They are not at all going to icurr their loss rather you are losing my dear brothers .It is the hike time to tress their false commitment.Don't let them interfare on your issues.

FAQs related to the New Pension Scheme (NPS)

1.            Whether a retiring Government servant is entitled for leave encashment after retirement under the NPS?
 Answer : The benefit of encashment of leave salary is not a part of the retirement benefits admissible under Central Civil Services (Pension) Rules, 1972. It is payable in terms of CCS (Leave) Rules which will continue to be applicable to the government servants who join the government service on after 1-1-2004. Therefore, the benefit of encashment of leave salary payable to the governments/to their families on account of retirement/death will be admissible.

2.            Why is it mandatory to use 40% of pension wealth to purchase the annuity at the time of the exit (i.e. after the age of 60 years) from NPS?
 Answer :  This provision has been made in the New Pension Scheme with an intention that the retired government servants should get regular monthly income during their retired life.

3.            Whether any minimum age or minimum service is required to quit from Tier-I?
Answer :  Exit from Tier-I can only take place when an individual leaves Government service.

4.            Whether Dearness Pay is counted as basic pay for recovery of 10% for Tier-I?
 Answer :  As per the New Pension Scheme, the total Dearness Allowance is to be taken into account for working out the contributions to Tier-I. Subsequently, a part of the “Dearness Allowance” has been treated as Dearness Pay. Therefore, this should also be reckoned for the purpose of contributions.

5.            Whether contribution towards Tier-I from arrears of DA is to be deducted?
 Answer :  Yes. Since the contribution is to be worked out at 10% of (Pay+ DP+DA), it needs to be revised whenever there is any change in these elements

6.            Who will calculate the interest PAO or CPAO?
 Answer :  The PAO should calculate the interest.

7.            What happens if an employee gets transferred during the month? Which office will make deduction of Contribution?
 Answer :  As in the case of other recoveries, the recovery of contributions towards New Pension Scheme for the full month (both individual and government) will be made by the office who will draw salary for the maximum period.

8.            Whether NPA payable to medical officers will count towards ‘Pay’ for the purpose of working out contributions to NPS?
 Answer :  Yes. Ministry of Health & Family Welfare has clarified vide their O.M. no. A45012/11/97-CHS.V dated 7-4-98 that the Non-Practising Allowance shall count as ‘pay’ for all service benefits. Therefore, this will be taken into account for working out the contribution towards the New Pension Scheme.

9.            Whether a government servant who was already in service prior to 1.1.2004, if appointed in a different post under the Government of India, will be governed by the CCS (Pension) Rules or NPS?
 Answer :   In cases where Government servants apply for posts in the same or other departments and on selection they are asked to render technical resignation, the past services are counted towards pension under CCS (Pension) Rules, 1972. Since the Government servant had originally joined government service prior to 1-1-2004, he should be covered under the CCS (Pension) Rules, 1972.


Post offices across the country will be online integrated into a single network

 POST OFFICES ACROSS THE  INTO A SINGLE NET WORK
Post offices across the country will be online integrated into a single network, Union Minister of State for Communications and IT Killi Kruparani said on Sunday. “Post offices have more account holders than banks and more customer-friendly services are in the offing”, she said, at the foundation stone ceremony for a modern post office at Kukatpally.

The new post office is being constructed at a cost of Rs.2 crore and will be one of the hubs for the ‘Logistic Post service’. The Minister explained that under ‘Project Arrow’ 149 post offices were modernised in the State and another 48 were in the pipeline while Aadhaar-enabled pension disbursement and other monitory benefits would also be taken up. Around 1,000 POs across the country would be equipped with ATMs along with GIS maps and the Mobile Money Order facility would be introduced in October, Ms. Kruparani said. An ultra modern Automated Mail Processing Centre will be inaugurated at Shamshabad soon. She also said that more post-offices would be built through PPP model. LSP chief Jayaprakash Narayan, Chief Postmaster General Karuna Pillai and Director of Postal Services Mariamma Thomas were present.





                     ATM IN ALMOST ALL POST OFFICES

“We will connect the network of 1.55 lakh post offices that includes 1.2 lakh in rural areas,” said Kavery Banerjee, member, technology, postal services board. “Our central data centre is ready and vendors are developing customised banking service solutions.”


POSB operates small savings schemes on behalf of the ministry of finance and has over 260 million account holders, out of which about 200 million are saving and recurring deposit account holders. Total outstanding balance under all accounts in the POSB stood at around Rs.3,96,664 crore as on March 2012.


At present, an account holder has to go to a post office during office hours to withdraw money. Moreover, there is no facility of electronic transfer of money to a third-party account.
“Once customers are provided with the ATM facility, they will be able to withdraw money from any ATM, including that provided by banks,”said Banerjee.


Customers will, however, have to wait for more than a year to avail the ATM facility. POSB will start implementing core banking solution in limited number of post offices by the end of this year. Next year, it will be implemented in large number of post offices once the system is perfect.
For rural post offices, the department will provide handheld devices that will enable one to perform all banking operations.

अब, आरटीआई आवेदन फाइल और ऑनलाइन फीस का भुगतान

अधिक से अधिक पारदर्शिता की दिशा में एक कदम में सरकार ने ऑनलाइन आरटीआई आवेदन और शुल्क जमा करने की एक अनोखी सुविधा शुरू कर दी है.  

पोर्टल - rtionline.gov.in - लोगों को ऑनलाइन के माध्यम से जानकारी लेने के लिए अपने अधिकार का प्रयोग करने में मदद करने के उद्देश्य से बनाया गया है देश में पारदर्शिता कानून के क्रियान्वयन के लिए नोडल विभाग के रूप में कार्य करता है जो कार्मिक और प्रशिक्षण विभाग (डीओपीटी), में अधिकारियों मध्यम कहा.  

एक जानकारी के साधक के माध्यम से इंटरनेट बैंकिंग के माध्यम से 10 रुपये का शुल्क जमा कर सकते हैं  एसबीआई बीएसई 1.98% और उसके संबंधित बैंकों. एक भी शुल्क के भुगतान के लिए क्रेडिट या डेबिट कार्ड का उपयोग कर सकते हैं, उन्होंने कहा.  

"वर्तमान में, लोगों को ऑनलाइन आवेदन करने के लिए संबंधित जानकारी के लिए अपील दायर कर सकते हैं डीओपीटी  ही. वे भी आरटीआई के शुल्क का भुगतान इस मंच का उपयोग कर सकते हैं, "एक डीओपीटी अधिकारी ने कहा. 

वेबसाइट पहले इस सप्ताह शुरू किया गया था. इसके माध्यम से, आरटीआई आवेदन या पहली अपील केवल नई दिल्ली में स्थित केंद्रीय सरकार के मुख्य मंत्रालयों या विभागों के लिए भारतीय नागरिकों द्वारा दायर किया जा सकता है.  

"सरकार राष्ट्रीय राजधानी में अपने सभी मंत्रालयों और कार्यालयों के लिए इस सुविधा का विस्तार होगा इस माह से अंत, "अधिकारी ने कहा.  

वेबसाइट सरकार की जानकारी के लिए एक व्यक्ति को अधिक से अधिक और आसान पहुँच प्रदान करेगा, अधिकारियों ने कहा.  

2005 में अधिनियमित किया गया था जो सूचना का अधिकार अधिनियम केंद्र सरकार की फ्लैगशिप राइट, जनादेश सरकार की जानकारी के लिए नागरिक अनुरोध करने के लिए समय पर प्रतिक्रिया. एक सूचना प्राप्त करने के लिए 10 रुपए का शुल्क भुगतान करना पड़ता है.

VARIOUS TYPES OF ALLOWANCES – ALLOWED TO GDS

1)      Dearness Allowance (DA) :
The rate of  Dearness Allowance is granted at par with Central Govt. employees twice in a year.

2)      Office Maintenance Allowance (OMA):
The Office Maintenance Allowance is granted to the BPMs @ Rs.100 per month

3)      Cycle Maintenance Allowance (CMA) :
The Cycle Maintenance Allowance is granted to GDS MD / GDSMC (irrespective of distance traversed) who performs the duty on bicycle @ Rs.60 per month (now it is enhanced @Rs.75/-  after all other allowances of regular employees  raised to 25% when DA crossed 50%.)

4)      Cash Conveyance Allowance (CCA) :
The Cash Conveyance Allowance is granted to BPMs @ Rs.50 per month (for cash conveyance to SO to BO vice versa)

5)      Combined Duty Allowance (CDA) :
Where the BPM is entrusted with the duty / duties of GDSMD and / or GDSMC the CDA is granted as :
      (a) BPM entrusted with the duty of Delivery :
               (i)  delivery only in cusba village @ Rs.250/- per month
               (ii) having delivery in the BO jurisdiction i.e., other than cusba @ Rs.500/-
      (b) BPM entrusted with the duty of bag conveyance :
               (i) from SO / AO to BO @ Rs.500/- per month
               (ii)from Road point / MMS @Rs.250/- per month

           If both the duties viz., Delivery & Bag Conveyance are entrusted to BPM, he is  eligible for both allowances as reckoned by the duty entrusted..

In case of GDSMD / GDSMC attached with the duties of BPM, @ Rs.25 per day subject to the maximum of Rs.625 per month would be paid (temporary office arrangement for shorter periods)
     
6)      Boat Allowance :
Actual charges paid to the Boatman subject to a maximum of Rs.50 per month for conveyance of mail.

7)      Compensation to Mail Carriers :
If the GDSMC detained beyond office hours for mail conveyance are allowed to grant Rs.6/- per hour per day subject to the maximum of Rs.12/-

8)      Fixed Stationery charges  (FSC) :
(i)                  In case of BPMs FSC is allowed @ Rs.50/- per month
(ii)                In case of GDSMD, GDSMC/MD. GDSSV @ Rs.10/- per month.

      9) Training Allowance 
While imparted training to GDS BPMs and other GDSs some allowance is sanctioned according to the TA/DA rules.

  THE SILENT OBVIOUS TRUTH OF VICTIMIZATION OF THE GRAMIN DAK SEVAK

              THE MOANING OF GRAMIN DAK SEVAKS IS 

                             NEVER ENDING, WHY?

Before going to just my view, I shall  light on some facts-1 .Gramin Dak Sevaks (GDS) are the example of the than British ruled Indian innocent citizens .Like the British rulers had no any mentality to uphold the Indian human race as they did not consider (Indians)  their own asset of human resource .Since long though the GDS is the base pillar of the department ,The Departmental will power have never been taken so rigidly the fact to let the GDS mass to uphold in the mentality that the GDS are EXTRA DEPARTMENTAL(as if the Indian was for the British).
2 .GDS has been considered neither Departmental nor Extra Departmental Agents. Because they are not allowed many facilities like,(i) to take part in Indian political activities,(ii)Forbidden to do jobs in other private organisations,(iii)they can not take any agency,(iv)their spouse can not become MPKPY/SAS Agent,
nor(v) they have any clear cut time length in a day of their service in practical.A GDS is instructed to enhance the business for the department ( like the honey bee collects honey for the human to enjoy) ,(vi)to use his cell phone to take the snap in necessary ,to open SB a/c of an investor going beyond his duty hour ,though the poor GDS may not have the mobile with camera.(vii)GDS are not allowed to work under proper Service Rule of India's constitution.
These are all in a separate  name of 'GDS engagement rule 'not the 'GDS  Employment rule'.See how brutally the Postal Department is conceived the rule in the name of 'Natarajmurty pay commission committee'
God knows whether nataraj murty were independent or was remote by the Departmental Management.Because the Department for fare deal of the GDS case could appoint the independent judicial concern but not the rtd, departmental DG ranked person like Nataraj Murty who had no grass root idea about a Gramin dak sevak other than the knowledge of administration to favor the Postal management to give profit, like the brutal East India Companies'Officers were doing for the English.
3 .On this day the Postal Department is planning to commence the 'Post Bank of India'.It is a high esteemed proposal .But just the project is taken for the pervaded catering of the Rural Post Offices,Where 266000nos
of poor GDS are MOANING and working faithfully to the Department with unjustified brutal facilities to them.
GDS is now MOANING in the rural area and raises his two hands like Draupadi did in Kurusava to get help
It is only the CRY of the GDS Please Help....Help..... Help.....and anticipate that on Posts Bank Of India project He is going to get the sigh of relief if the present Postal Management,and the Central Government
 could pay heed unlike they did  earlier.

Centre to start Post Bank with core banking solutions

Centre to start Post Bank with core banking solutions

The central government has planned to start a post bank with core banking solutions in the country. As part of the bank, 1000 ATMs would be installed in various post offices across the country. This was informed by the Union Minister of State for Communications and Information Technology K Kruparani, in a press conference at Hyderabad yesterday. She said all the 1.55 lakh post offices in the country would be computerised and modernised at a cost of 4,700 crore rupees to serve as the 'rural ICT solution'.

THE MINISTER OF STATE IN THE MINISTRY OF COMMUNICATIONS AND INFORMATION TECHNOLOGY (Dr. (Smt.) KILLI KRUPA RANI) 

(a) As on 01.01.2013, the total working strength of various categories of Grameen Dak Sewaks is 263326 including 2458 Grameen Dak Sewaks working in Chhattisgarh Tribal Region. State-wise and UT wise details is at Annexure I.


(b) Grameen Dak Sewaks are paid Time Related Continuity Allowance (TRCA) & other admissible allowances as approved by Cabinet and not stipend, the details of which are at Annexure II.

(c) Grameen Dak Sewaks are in receipt of Dearness Allowance which is linked to price rise/ inflation on the admissible TRCA at the same rate as allowed to regular Central Government employees and which is revised twice in a year based on price index. The Government has also introduced various welfare measures for these Grameen Dak Sewaks.

(d) The details of welfare measures introduced for the Grameen Dak Sewaks are at Annexure III.

EXISTING WELFARE SCHEMES INTRODUCED FOR GRAMIN DAK SEVAKS
1
Maternity Grant

Women GDS are provided Maternity Grant for each child up to the birth of maximum of two children limited to maximum of two confinements resulting into birth of first two children only during the entire engagement period of a Woman GDS equivalent to three months TRCA with DA.  Women GDS’s like Mail Deliverer and Mail Carrier have also been prescribed to be considered for lighter duties wherever possible during the pre and post confinement period.

Maternity Leave
Women GDS have also been provided to be granted maternity leave not exceeding six months covering the pre and post confinement period.

Extra Departmental GroupInsuranceScheme
Gramin Dak Sevaks are provided with insurance coverage of Rs. 50000/- under the Group Insurance Scheme available to them on death.

Service Discharge Benefit Scheme

A Service Discharge Benefit Scheme has been introduced by the Government for the benefit of Gramin Dak Sevaks working in the Department of Posts on monthly contribution basis (from Department’s side only @ Rs. 200/-pm) devised on the basis of New Pension Scheme (NPS)-Lite scheme launched by the Pension Fund Regulatory & Development Authority (PFRDA). This Scheme has been offered in lieu of the existing Severance Amount Scheme on an optional basis for the existing Gramin Dak Sevaks while it is mandatory for the new Gramin Dak Sevaks entering into service with effect from 01.01.2011.  The Scheme provides a certain percentage as lump sum at the time of discharge plus mandatoryinvestment of certain percentage in annuity that would provide them monthly benefits in the shape of pension.

Leave

Gramin Dak Sevaks are allowed to be granted 20 days paid leave in a year without accumulation.

Limited Transfer Facility

Gramin Dak Sevaks are provided with the facility of limited transfer in cases of posting at a distant place on redeployment in the event of abolition of the post, on being appointed on compassionate grounds and posted at distant place, on marriage/remarriage of woman GDS, on suffering extreme hardship due to a disease and for medical attention/treatment of self on production of valid medical certificate from the medical officer of a Government Hospital and on requirement of looking after the welfare of a physically handicapped/mentally handicapped person/dependant requiring to move to different places to give support to such dependant. Such facility is provided for only one transfer during the entire career and on rendering a minimum service of 3 years subject to fulfillment of other conditions. Based on recommendation made by one man Committee, an exception has been made for women Gramin Dak Sevaks, who availed the transfer facility on the ground of extreme hardship due to a disease and for medical attention/treatment before their marriage and now they can avail the facility for a second time in the event of their marriage/re-marriage.

Following assistance from welfare fund are allowed to the Gramin Dak Sevaks:-

*Payable from the Circle Welfare Fund, only in cases in which last rites of deceased Postal Employee are performed by brothers or sisters or near relatives in the absence of any other next of kin.

Compassionate Engagement

A new transparent Scheme for engagement of dependents GDS on compassionate grounds with merit points and procedure for selection has been introduced allocating points for each attribute of indigence on a 100 Point Scale. Spouse [widows] has been allowed 15 grace points over and over. Hard and deserving cases have been prescribed as cases over and above 50 Points.

Medical Facilities
GDS being a separate and distinct category, they are not covered by CS (MA) Rules and they are also not extended the CGHS facility. Under the existing provisions, they are allowed financial assistance to the extent of Rs. 5000/-from Circle Welfare Fund provided such GDS must have put in at least six years of service in the Department, treatment should have been taken from Government hospital and produced medical certificates and the illness is at least 2 months old. Regional/Circle Heads have been conferred discretionary powers to sanction financial assistance to the extent of Rs. 10000/- in each case. In rare and exceptional circumstances, further financial assistance can also be considered from Central Welfare Fund.

Avenues for absorption on regular departmental posts
GDS being Extra Departmental, their absorption as departmental employee to the cadre of MTS/Postman/PA is through direct recruitment under the statutory recruitment rules. Under the statutory Recruitment Rules of the cadre of MTS, GDS are considered for 25% vacancies against seniority quota and further 25% vacancies through Limited Departmental Examination (LDE). As per Recruitment Rules of Postman cadre, GDS are considered against 50% vacancies through LDE. In addition, GDS can also be considered for direct recruitment to the post of Postal Assistant (PA) / Sorting Assistant (SA) against unfilled promotion quota vacancies of PA/SA on the basis of examination subject to fulfillment of the following conditions as on 01st January of the vacancy year:-
(i)                 GDS should have obtained at least 50% marks in 10+2 standard or 12th class with English as a compulsory subject (excluding vocational streams) and have put in a minimum service of 5 years
(ii)               They should be within 30 years of age (35 years for SC/ST & 33 years for OBC)
