Can the problem of GDS be solved by just publishing photo shoots and gathering at places by MAHADEVAIAH, making his CHQ blog just a photo album, without taking any productive/concrete analytical view for the GDS?
           Definitely a big no! Because, who would make know the Govt. of India that for the rapid growth of business of Postal Dept. and service in the Country and radical change resulting expansion of Governmental functions in rural areas by the Postal Dept. mainly the GDS contribute a major role and has been neglected by the Department of Post since long.
          It is the duty of every GDS to root out the lethargic leadership continuing from 1999 to achieve the proper service condition of the GDS mass in the Country. The leader who does not keep any capacity to fight as to the need of the present demand and to achieve a single thing for GDS till date .Whatever the GDS has achieved by the minimum mercy of the Department only. It is because the Department shows as if GDSs need not have to be departmentalized and all the responsibilities of pay structure and service conditions of the GDSs could be set by the Departmental bureaucrats (who have no knowledge about law interpretation) without let GDS allow the judiciary interference .  The ripe fruit (i.e. the agreement for GDS committee) achieved by the struggle of common GDS members was lost due to post strike lethargy of Mahadevaiah, ultimately we have been suffering the disease of non implementation of Hon’ble Kamalesh Chandra’s Committee report today. So the dam of patience of the GDSs is getting dim day by day.
        In this democratic system of governance in India, for 3 Lakhs of GDS, due to the General Secretary like Mahadevaiah’s weak leadership and inactiveness ,the discretionary power of the Department of Post naturally turning into arbitrary power and ultimately GDSs has been suffering right from SO level to Directorate, without any hinder .The Department of Post always has been trying the GDS to keep outside the Department not allowing the Civil servant status due to weak representation to Govt. by the immature leadership of GDSs. It is pertinent to quote here example of failure achievement of Mahadevaiah the agreement for Judiciary Committee .In post strike period the duty of the GS was to file a tribunal on non implementation of agreement. But the issue was just left by the GS on his business point of view .On contemplating the weakness of GDS leadership the Department has been neglected to implement the report of Pay Committee and before implementation the Department abruptly recruits about half lakh GDS posts in old ruling is ambiguous.  
          On the whole the root of all evils is our weak GDS leadership and should be well aware of this fact seriously to strengthen our unity to avoid the GDS sufferings in the Postal Dept.

GDS COMMITTEE REPORT – LATEST POSITION      
                Implementation Committee constituted by Postal Board under the Chairmanship of Member (T) who was holding charge as Member (Personnel) submitted its proposal to the Secretary (Posts). The proposal of the implementation committee is now being examined by the JS & IFA (Internal Financial Advisor) of the Postal Board. After that the proposal is to be approved by Secretary, Department of Posts. Then the proposal is to be approved by Minister, Communications. After Minister’s approval it will be submitted to the nodal Ministries (Department of Personnel & Training, Law Ministry and Finance Ministry) for approval. After obtaining all the above approval only, Postal Board will prepare the Cabinet note and submit the proposal for approval of Cabinet.
         The indefinite strike notice and postponement (Falsely said as deferred without declaring any other date)without any concrete result was a drama to cheat the GDS and learnt by the GDS Leader from the nursery class of Federal Leaders .The same trick has been followed by the other associative GDS Leaders of other federations .So a new effective self supported GDS Union spirit of our own Resource is the need of the hour,please realize it .Otherwise our GDS mass would be suffered as usual, by the Departmental couch ,who are showing deficit of the Department ,where expense for GDS is less as to knowledge and belief .A GDS doe not get any house rent nor the allowances as them.
       The Recognized GDS Union could not do anything, even though the Kamalesh Chandra Committee Report on GDS was submitted on 24th November 2016 (five months back). Now the recognized GDS Union has requested Postal Board to Postpone GDS membership verification fearing withdrawal of recognition after verification.As a result of which ,the Department would get a deaf and dumb GDS leader just to sign in any of the delegated legislation framed /passed by them without any complain to continue his leadership position.
   So think and decide to be united to select a self motivated Leadership without greed for earning and post to cheat GDSs mass .

Postal department deficit widens to Rs 11,138.84 crore



Deficit of the Department of Posts widened to Rs 11,138.84 crore in February this year on account of wage revision under the 7th Pay Commission

The revenue of the postal department was Rs 10,292.18 crore and the expenditure Rs 21,431.02 crore, Communications Minister Manoj Sinha said in a written reply to the Lok Sabha. 

The deficit widened as a result of the implementation of 7th Central Pay Commission recommendations, he said. 

In 2015-16, the deficit of DoP was Rs 6,007.18 crore, with revenue receipts totalling Rs 12,939.79 crore and expenditure amounting to Rs 18,946.97 crore. 

"Department of Posts takes action, from time to time, to induct technology and upgrade the system to cater to the growing market requirements and to increase revenue earnings," Sinha said. 

The department has plans to open 166 new branch post offices and 80 sub-post offices during the current financial year, 2017-18. 

The DoP has 1,54,802 post offices which include 812 head post offices, 24,566 sub-post offices and 1,29,424 branch post offices. The department has computerised 25,348 post offices till date.

ON COMPASSIONATE GROUND FOR GRAMIN DAK SEVAKS

DEPENDENTS OF GDS TO GET BENEFIT WITHIN 3 MONTHS 

            Department of Posts has revamped the existing compassionate engagement scheme offered to the dependent family members of Gramin Dak Sevak. A GDS who dies in harness, the dependents of such GDS will benefit from a liberalized and time bound procedure for engagement on compassionate grounds. Henceforth, any death of a Gramin Dak Sevak while on engagement would be compensated by a compassionate engagement to a dependent family member irrespective of the circumstances or indigence. Upper age limit of the applicant could also be relaxed wherever found to be necessary. Thus the new scheme of compassionate engagement will provide greater relief to the members of the family of the deceased GDS who belong to weaker and poorer sections of the society and are thrown into penury and hardship. 

            The ambit of dependent family member has also been expanded to include:

            •Married son living with parents and dependent for livelihood on the GDS on the date of death of the GDS

            •Divorced daughter wholly dependent on the GDS at the time of death of the GDS

            •Daughter in law of the deceased GDS who is wholly dependent on the GDS, if the only son of the GDS is pre deceased.

            This expansion of definition of family members aims to bring greater relief to women in our society who are subjected to difficult circumstances in the unfortunate event of demise of their spouse/parent. 

            The present system of relative merit points to ascertain the degree of indigence has been dispensed with. Keeping in view the unique and distinct service conditions, socio economic aspects and to relieve the family from financial destitution, the time consuming process of consideration by Circle Relaxation Committee has been done away with. Henceforth, a request received for compassionate engagement would be considered and decided within three months from the date of receipt of the application. 


            Further to ensure least displacement, it has been decided that to the extent possible, compassionate engagement would be offered to the dependent of the deceased GDS, to a GDS post near the place where the family of the deceased normally resides.

Shri Anant Narayan Nanda, (IPoS, 1982), Member (Banking & HR), a peace loving personality and  a native of Balasore, Odisha,takes over the Charge of the Secretary, Department of Posts, Govt. of India. After Shri S C Mahalik, former D G & Secretary (Posts), Shri A N Nanda is the second Odia to be place in this highest post of the Department and the first Odia to be the Secretary (Posts) after separation of DG(Posts) and Secretary (Posts).
