My Dear GDS Fraternity,
A great danger to our GDS is the illusory set of rules framed by the Department's reply on 08/01/2015-SR,Dated - 19th February 2015 .Where the Department of Post has stated a set of about 8 causes ,for which the GDS can not be considered for holding Civil Servant status .
1st cause as to the Departments Reply states that no GDS solely depends on the allowances paid to them ( is impractical) .
2nd cause - the GDS work only for three hours to five hours (is impractical).
3rd cause - the GDS has adequate means of independent lively hood other than their allowances from the Department as a prime term of their engagement as GDS (is impractical).
4th cause - the appointing GDS is mandatory to provide house for the Post Office to run at which he is posted is not easier without the help of the house rent paid by the Department .
5th cause - the terms and conditions laid down in Rule 3A (V) and (vi)  GDS Conduct and engagement rule 2011 that the Gramin Dak Sevaks shall be out of Civil Service of the Union of India  and shall not claim to be at par with the Central Govt. Employees (is not applicable to the GDS Appointed before 2011) .
In my opinion if such a set of rules are framed for this minority of central Govt.workers who are the honey bee/back bone for the Department and the Department of Post is ambitious for leveraging the Post offices the success will be far away from the Postal Management to compete with the banking network of this Country.
