Dear comrades,
"Gramin Dak Sevaks are holder of Civil posts"is a burning truth where a great lie that they are part timer is in pen and paper only, not in practice and due to the following reason they are deprived of the justice to them in spite of vehement out cry of our CHQ leaderships of AIGDSU ,(the only strong recognized service Union fighting for cause of the GDS) .
Reasons are as under -
1 - The Department of Post has been setting up committee after committee like recent DKS Chauhan Committee like Lolly Pop for the GDS Children to implement the report,which is remoted by the Departmental Officers keeping aside the interest of the GDS and thus the GDS are deprived of getting justice from the Department of Post in particular and from Union of India in general .
2 - Sometimes impracticable unjustified arbitrary actions and duty arrangements by the grassroot administration are the outcomes of the weak service rule set for the GDS and thus kept them in horror to extract cheap labour for the Department .
3 - With change of time and keeping in view the scenario of the society where the adequate qualified GDS are engaged here in and to meet need of the rural demand no required improvement has been made to the GDS System .
4 - Even today the GDS Post Offices are run without provision of the house rent (with only Rs.100/- as office maintenance Allowance.)Thus Office Building liability of the B.O. is shouldered on the GDS and the Department is relaxed on that point .
5 - The GDS are not allowed to get justice by the legal intervention of Indian Judiciary system to fix their service condition and wage structure ,rather imposed forcefully the recommendation of a one man retired officers' Committee .(Like Nataraj Murthy Committee ,DKS Chauhan Committee but not like Justice Talwar Committee).
6 - GDS are kept on exploiting by unjustified Arbitrary Action taken by the Postal Authority at times due to non civil servant status to the GDS .If a country wide survey will be taken Postal Division wise,innumerable cases of the victimization to the GDS would come to the light .Like pay held up and no payment ,put off duty ,removal from service without sufficient cause .
7 - Anomaly in adoption of rule framed for the GDS is seen though the same order is implemented differently in different Postal Divisions .For example -
*in case of leave rule implementation for the GDS.
*in case of various allowances allowed to them .
*in case of distribution of welfare fund to them .
*in case of implementation of service discharge benefit .
*in case of detention allowance payable to the M/Cs
*in case of Duty arrangement while the GDS are on leave or at the vacant places .
*in case of the facility for the ward of GDS to get for admission in K.V.
*in case of the compassionate appointment to the wards of the deceased one .
and so on ...
Hence in order to recover from these type of incompatibility of service conditions and wage structure,intervention of a Judiciary system is call of this hour/day in this large system of Democracy ,where 2 lakh 60 thousand Citizens are hopeful to get their positive honest out come out of the bilateral agreement with the Department of Post during the Democratic struggle of indefinite strike of ALL INDIA GRAMIN DAK SEVAKS UNION .If the agreement is dis honoured by the Department of Post ,it is the matter of my 2 lakh 60 thousand GDS fraternity to reply Democratically with the Leadership of Com.S.S.Mahadevaiah,no doubt of it.
